On August 31, the BN-Nefteservice branch of the Belarusneft company performed a hydraulic fracturing (fracking) operation in Western Siberia for the first time. In September, the commencement of similar services at the oil fields of RN-Yuganskneftegaz LLC is planned.
The Department for Energy Efficiency, together with the UNDP and the EDB, has launched an initiative to develop business plans for the implementation of electrical energy storage systems (EESS). The project provides for free-of-charge preparation of feasibility studies for businesses in order to transition from pilot solutions to the systematic use of energy storage devices.
A new pellet-fired boiler house with a capacity of 3 MW, equipped with two 1.5 MW boilers, has been commissioned in Valozhin. The facility will operate year-round, providing autonomous hot water supply in the summer and working in conjunction with a gas boiler house during the heating season, which will allow for the displacement of approximately 2,414 tons of coal equivalent per year.
On August 22-23, because of the passage of cyclone «Priska», massive power supply disruptions were recorded throughout the country. Restoration work is underway in 659 settlements.
Representatives of the Ministry of Energy and the Rosatom State Corporation confirmed the development of joint projects in the field of electric transport and energy. The parties are working on the creation of a BELAZ electric mining dump truck, an airport electric bus MAZ, as well as the implementation of energy storage systems and the supply of Russian-made traction batteries.
Starting from September 1, the Gomel State Chemical-Technological College will begin training in the specialty «Operation and maintenance of oil and gas fields».
Seismic surveyors have started drilling and blasting operations at the Vishanskaya site.
A super-fast EV charging station with a capacity of 160 kW has started operating in Orsha.
A major overhaul of turbine R-50-130, unit No. 4, is underway at the Navapolotsk CHPP. A complex of works is being performed: from the repair of the turbine rotor and bearings to the restoration of housing parts and components of the generator’s flow path.
On August 17, a 105-day major overhaul of the «Reforming No. 4» unit was completed at Naftan OJSC.
From August 11 to 25, the Beloozerskenergoremont branch is carrying out a major overhaul of steam turbine No. 1 at the Uschodniaja mini-CHPP in Vitebsk. The work includes replacing the diaphragms of eight stages and technical diagnostics of the casing, which is the first deep intervention in the unit in 26 years and is aimed at extending its service life.
On August 4 at 7:45, after conducting diagnostic measures on the electrical equipment, power unit No. 2 of the Belarusian NPP was connected to the grid and brought to nominal parameters. The shutdown was unplanned and was likely related to a disturbance in the operating mode of the turbo-generator’s electrical section.
Statistics and data
The Ministry of Antimonopoly Regulation and Trade, by Resolution No. 47 of August 20, 2026, adjusted the tariff for the service of transporting petroleum products via trunk pipelines provided to Unitary Enterprise «Zapad-Transnefteprodukt». From October 1, 2026, the tariff will be $2.43 (excluding VAT) per 1 ton of petroleum products per 100 km.
The number of electric vehicles in Belarus has exceeded 65,000 units (according to data from the Ministry of Energy announced on August 22), an increase of 15,000 since the beginning of 2026. The number of electric charging stations exceeds 2,700, with the network having grown by approximately 500 stations since the beginning of 2026.
The segment of new electric vehicles in July reached 3,500 units, which is 46% more than in June, accounting for about 36.5% of the total volume of car sales in the country in July.
As of August 5, 2026, the maximum retail prices for motor fuel at gas stations in Belarus have been changed by 1 kopeck: AI-92 — 2.60 RUB, AI-95 — 2.70 RUB, AI-98 — 2.92 RUB, diesel fuel — 2.70 RUB.
Gasoline supplies from Belarus to Russia increased by 13% in July and reached 212,000 tons, while diesel fuel supplies doubled and amounted to 162,000 tons.
Export duties on liquefied hydrocarbon gases, ethane, butane, and isobutane have been set to zero effective August 1, 2026.
In 2026, the volume of RDF fuel usage at OJSC «Krasnoselskstroymaterialy» amounted to about 6.6 thousand tons, which made it possible to replace more than 5 thousand tons of coal and achieve a financial effect of more than 1 million rubles.
From January to June 2026, more than 235 km of gas pipelines were commissioned, and more than 7 thousand apartments were gasified. Sales of peat products of the non-fuel group on the domestic market increased by 19%, and exports by 43%.
From January to June 2026, the republic achieved fuel and energy savings of 177.3 thousand tons of standard fuel through the implementation of energy-saving measures, against an annual target of 291 thousand tons of standard fuel.
In July 2026, Belorusneft commissioned 5 new wells. In July, the VMU team handed over five assembled drilling rigs to specialists from SUBR, and four new sites for the construction of drilling rigs were prepared.
In Shklov, a project was implemented to replace municipal diesel transport with 15 electric buses, serving 3 urban and 19 suburban routes. The savings amounted to approximately 192 tons of standard fuel.
Measures to increase the use of wood fuel pellets within the country have allowed their consumption to increase by 1.7 times (to 49.23 thousand tons) in the first half of 2026 compared to the same period in 2025.
Statements
On August 28, Minister of Energy Denis Moroz reported: «If we talk about the third unit NPP, today we are conducting very close negotiations with the state corporation Rosatom. I am confident that we will finalize them in the near future and will be able to fix the parameters and specific timelines for the implementation of this project within the framework of some agreement.»
Topic of the issue: Gas negotiations
On August 24, 2026, Prime Minister of Belarus Alexander Turchin arrived in Saint Petersburg for a meeting with the head of Gazprom, Alexey Miller. The Belarusian delegation, in addition to Turchin, included Vladimir Karantsevich (Deputy Prime Minister of Belarus in charge of energy) and Denis Moroz (Minister of Energy). On the Russian side, in addition to Alexey Miller, Pavel Sorokin, First Deputy Minister of Energy, was present. The topic of the meeting was stated as issues of prospective cooperation in the gas sphere. No results were announced.
A message in the Gazprom Telegram channel regarding the results of this meeting also noted that «Gazprom Transgaz Belarus JSC … is implementing a planned set of measures for the reliable gas supply of Belarusian consumers in the autumn-winter period; work is being carried out according to the schedule.»[1]
Meetings in a similar composition have taken place before. Karantsevich met with Miller on October 2, 2025[2]. At that time, a certain set of measures was also mentioned, which was supposed to ensure the reliable gas supply of Belarusian consumers. Already in January-February 2026, problems with providing consumers with gas were observed in Belarus.[3]
After this, on October 9, Karankevich and Miller signed a cooperation roadmap until 2030, however, the content of this document was not published.[4]
Another meeting between Karankevich and Miller took place on December 30, 2025, in the final days of the contract. Nothing was reported about the content of this meeting either. Thus, several meetings took place over the past year between representatives of the Belarusian government and PJSC Gazprom, but the content of the negotiations remains unknown.
Having analyzed the meetings between Belarusian and Russian officials in 2025-2026, it is possible to make several assumptions regarding what issues could have been discussed during these negotiations:
- Negotiations on measures necessary to ensure uninterrupted gas supply to consumers in Belarus under any conditions. This is indirectly indicated by reports from Gazprom on work to increase the reliability of gas supply.
- Negotiations on the implementation of the roadmap signed in October 2025. This is already the second such roadmap. The first was in effect from 2014-2017 and provided for the production in Belarus of products that could replace Western equipment for Gazprom. It is likely that the new roadmap is also focused on organizing the production of equipment needed by Gazprom in the context of sanctions restrictions on the supply of Western technology.[5]
- Negotiations on a new gas supply system to Belarus. In 2026, the issue of concluding a new contract was not raised publicly. Alexander Lukashenko also does not discuss the topic of gas supplies during his meetings with Russian officials. It is known that amendments were prepared to two intergovernmental agreements: «On the procedure for pricing (tariffs) when supplying natural gas to the Republic of Belarus…» and «On the terms of purchase and sale of shares and further activities of the open joint-stock company Beltransgaz» from November 25, 2011. Lukashenko approved these amendments as the basis for negotiations, and on February 2, Turchin granted Karankevich the authority to conduct negotiations on this matter. Making amendments to these documents can significantly change the terms of gas supplies to Belarus without the need to conclude new agreements or contracts.
