The enrollment campaign is coming to an end in Belarus: the enrollment plan for state-funded programs has been fulfilled by almost 100%. However, many of these places were taken by “sponsored” and preferential students.
During the summer break, there was a record decrease of ideological activity at schools and universities. However, before the new academic year, a law was adopted, which introduces a lifetime ban on working with children for those convicted under “extremist” articles. The most important event in Belarusian education in July is the admission campaign in Belarusian universities, which overshadows all other news, including those related to the ideologization and militarization processes. In addition, full summer breaks began in July at the vocational, secondary specialized, and higher education levels, which gave us some optimism about a possible slowdown in the pace of ideologization and militarization of Belarusian education.
Our assumptions were confirmed by the news agenda of the official resources of the Ministry of Education. In July, only 3 out of 24 news items (13%) on the official website of the Ministry of Education had an ideological connotation, while in the official Telegram channel, such news items accounted for 47 out of 178 (26%). These figures demonstrate the lowest level of ideologization of the news agenda of the official resources of the Ministry of Education since the beginning of 2025. Moreover, these figures differ significantly from those of previous months, where, starting in April, the level of ideological bias in the news agenda was around 30-35%.
As for the overall state of Belarusian education, the following features and phenomena were characteristic of it in July:
1. Admission campaign at Belarusian universities.
2. Formalization of a ban on the profession for new groups of opposition-minded teachers.
3. Minister of Education Andrei Ivanets became the head of the pro-government movement Belaya Rus’.
4. Ambiguous attitude of the authorities towards the issue of education for Belarusians abroad.
5. Intensification of cooperation between the Ministry of Education and the High-Tech Park.
6. A noticeable decrease in the ideologization of the educational process.
7. Decline in the pace of militarization of Belarusian education.
8. Russia and China are Belarus’ only major partners in the field of educational cooperation.
9. Continued mass departures of Belarusian school and university students, young workers, government employees, and school teachers to Russia and Crimea.
10. Propaganda film screenings at Russian Houses across Belarus about the war in Ukraine. Screening of a new propaganda film about events in Ukraine by a Belarusian journalist.
11. Work of the Russian Houses with Belarusian students during the break at summer camps and organization of events for them at the Russian Houses themselves.
