Over the past five years, the development of the Belarusian education system has been defined by a number of persistent trends, including increased state control over education; standardization of the educational process; expansion of ideological and militarized components; curtailment of cooperation with European countries and a reorientation of international cooperation toward Russia and China; limited opportunities for Belarusians to obtain a European education; and repressive pressure on those who do not support the current government.
In the 2025-26 academic year, these trends not only continued but also expanded, as reflected in key events and decisions in the education sector. At the same time, new processes emerged during the academic year that could have a significant impact on the development of Belarusian education in the coming years.
Among the most significant changes and trends that emerged in the education system in the 2025-26 academic year, the following should be highlighted:
- Designing a mechanism for restricting politically disloyal citizens’ access to teaching
- State-controlled digitalization of processes and procedures in the Belarusian education system
- Further consolidation of Belarus’s education system and expansion of state control
- New paths of ideologization of Belarusian education
- New directions for the militarization of Belarusian education
- Recognition of the European Humanities University (EHU) as an “extremist” organization as another step in limiting the access of Belarusians to European education
- Rise in the work of pro-Russian organizations aimed at promoting a pro-Russian point of view on the war in Ukraine
- Forming a single educational, cultural and ideological space through events and actions
- Rossotrudnichestvo’s systematic approach to attracting Belarusian youth to Russian universities
